'Jam-dpal's description and the image indicate rather the Himalayan Vulture than the Cinereous Vulture. The sandy-brown Himalayan Vulture is indigenous to the uplands of central Asia, from 600 to 6000 m, predominately inhabiting the mountainous terrain of the Tibetan plateau. More often in small groups, but can gather in large flocks. The principal scavenger at Tibetan sky burials.
dGa' ba'i rDo rje (1995) specifies the scientific name for the Cinerous vulture under bya rgod, but mentions a white as well as a black one, implying the Himalayan vulture, too. Both species are very large. The Cinereous vultures is rather solitary, the Himalayan Vultures more social and often found in flocks. The latter soar in thermals and are not capable of sustained flapping flight. It is also the vulture usually found in the sky burial grounds.

Cinereous vulture (Aegypius monachus) (Yeshi 2017)

The majestic, dark-brown Cinereous Vulture breed from Spain to India and China, preferring hilly mountains ranging anywhere between 10 m and 2,000 m. It is one of the largest flying birds, building nests more then 2 m wide and deep (animaldiversity.org).
