endowed/replete with perfect knowledge and eminent conduct (a common description of the Buddha or a Buddha). The original wording is a bit vague, and requires some adjectival explanation in English, which is usually added in most translations (i.e. 'perfect' knowledge, 'good/eminent' conduct, etc.).
